Andrew works in partnership with the municipalities of Burlington, Colchester, Essex Junction, Essex, Shelburne, and South Burlington, Vermont, and Lake Champlain Sea Grant. His fellowship focuses on better understanding the benefits and drawbacks of taking a regional approach to compliance requirements of communities subject to Municipal Separate Storm Sewer System (MS4) permit requirements. Andrew comes to the fellowship with over a decade of experience in quality improvement efforts for various social safety net programs and concluding 12 years as a local elected official in Essex Junction. As a near lifelong Vermonter, Andrew is excited about the opportunity to assist his home communities. 

 

Rosaura (Rosie) Chapina

Rosie is originally from San Jose, California, she earned her Bachelor’s degree in Forensic Science (Biology concentration) at the University of Texas at El Paso. She is pursuing her PhD with Dr. Jason Stockwell, Director of the Rubenstein Ecosystem Science Laboratory at the Rubenstein School of Environment and Natural Resources. She conducts research on the ecology of Mysis, a small shrimp-like crustacean, and evaluates Mysis behavior and migration patterns in Lake Champlain and the Great Lakes. Chapina is also a graduate student fellow in the Gund Institute for Environment at ¶¶Òõ̽̽, and currently serves as the graduate student representative on the Rubenstein School Board of Advisors.
